Where Montenegro Belongs
It is a great pleasure to address the readers the Institute of the Regions of Europe (IRE) from Montenegro, a country closer than ever to achieving its strategic goal of joining the European Union.
What was the last thing you heard about Montenegro? Was it the EU–Western Balkans Summit that recently brought together the leaders of Europe in our country? Was it Montenegro’s ambition to become the European Union’s 28th member state by 2028? Or perhaps it was Montenegro’s breathtaking natural beauty, with unique combination of mountains, sea, and rich cultural heritage, that continues to attract tourists from around the world?
All of these images are part of today’s Montenegro. Yet behind them lies something even more important: a broad societal and political consensus that our future belongs in the European Union.
Like many countries navigating a rapidly changing world, Montenegro faces internal challenges. Yet our European path has created a strong consensus around reform and modernization. We have strengthened the rule of law, advanced judicial reform, intensified the fight against corruption and organized crime, and built more transparent institutions. These achievements demonstrate Montenegro’s determination not only to join the European Union, but also to embrace the standards and values on which it is built.
Montenegro’s accession will mark an important milestone in the enlargement process, coming almost fifteen years after the European Union last welcomed a new member. It will reaffirm the Union’s commitment to countries that embrace its values and pursue meaningful reforms. Throughout this journey, Montenegro has been able to rely on the support of partners such as Austria, a longstanding advocate of the European future of the Western Balkans and a strong supporter of a credible enlargement policy.
I firmly believe that both the EU and Montenegro will benefit greatly when this process is finally completed. At a time of numerous global challenges, the success of the enlargement policy would serve as a powerful confirmation that the European idea still possesses the strength to unite, inspire, and transform societies for the better.
The process of moving closer to a united Europe also carries a personal significance for many citizens of Montenegro. For years, we have benefited from EU support, access to European funds, educational and professional opportunities, and the adoption of European standards. Through this process, our society continues to strengthen the rule of law, promote economic development, and uphold the values at the heart of modern Europe.
Montenegro is one of Europe’s oldest states, with a statehood tradition and political identity that span more than a thousand years. Its accession to the European Union will represent a return to where it belongs and, in many ways, the closing of a millennium-long circle during which it consistently found itself on the right side of Europe’s defining historical moments.
Today, our commitment to European values, democracy, and the rule of law reflects that same choice. Montenegro has chosen its path and eagerly awaits the opportunity to take the final step!
